OSHA pallet safety standards for warehouses require that pallets be inspected before use, stored safely to prevent collapse, and handled with properly rated equipment. Under OSHA 29 CFR 1910.176, materials stored on pallets must be stable, secured against tipping, and stacked at heights appropriate to the load and the racking system's rated capacity. Damaged pallets with broken boards, protruding nails, or cracked stringers must be removed from service immediately. Failure to comply with OSHA pallet safety standards can result in citations, fines, and worker injury liability.

OSHA 29 CFR 1910.176(b) requires storage areas to be kept clean and orderly, and damaged materials to be removed. For pallets, this means:

OSHA 29 CFR 1910.176(b) requires materials stored in tiers to be "stacked, blocked, interlocked and limited in height so that they are stable and secure against sliding or collapse." Note what that paragraph does not do: it sets no number. OSHA has no maximum pallet stack height. Height is limited by stability under (b), by the fire code, and by your sprinkler design basis. Pallet safety is one of the worst-sourced topics in warehouse compliance. The same handful of numbers circulate from article to article, and several of them are real figures lifted out of the wrong standard. Every claim below was checked against the primary text on osha.gov on 31 July 2026. Three of these five appeared on this page until that date.

Method: OSHA text quoted from the published standards on osha.gov. NFPA 13 section numbers are given with their edition because the idle-pallet provisions were renumbered from 12.12 to 20.17 in the 2022 edition, and citing the wrong one is a common source of confusion in inspection disputes. Verify against the edition your authority having jurisdiction has actually adopted, and against your state plan if you are not in a federal OSHA state.
OSHA does not explicitly require pallets to be stamped with a load capacity, but 29 CFR 1910.176(b) requires that stored materials be handled safely and that damaged or unsafe pallets be removed from service. Using pallets with unknown capacity for heavy loads creates a citation risk under the General Duty Clause. GMA-standard 48x40 stringer pallets are industry-rated at 2,800 lbs dynamic and 30,000 lbs static, and our supply documentation reflects these ratings.
OSHA sets no maximum height for idle pallet stacking. The widely quoted 6-foot figure is not an OSHA rule and is not a cap: it is one condition of an NFPA 13 design option that allows indoor idle wood pallet storage to be protected as Ordinary Hazard Group 2, along with a limit of four stacks per pile and either 8 feet of clear space or 25 feet of separation from other commodity (NFPA 13 section 20.17.1 in the 2022 and 2025 editions, numbered 12.12 in 2016 and earlier). Storing higher is permitted; it moves you onto a more demanding sprinkler design basis such as CMDA, CMSA or ESFR. What OSHA does require is that tiered storage be stacked, blocked, interlocked and limited in height so it is stable and secure against sliding or collapse, under 29 CFR 1910.176(b), which is a stability test rather than a number. Confirm the NFPA 13 edition your authority having jurisdiction has adopted, because the section numbering changed.
No, and the citation usually given for it is wrong. 29 CFR 1910.23 sets requirements for ladders as designed equipment and does not mention pallets. Employers are cited for standing workers on pallets through the fall protection standards, through 29 CFR 1910.178 where a forklift does the lifting, and through the General Duty Clause. Worth knowing: 1910.178(m)(12), the paragraph most safety articles still cite for personnel platforms secured to forks, was removed and reserved by OSHA effective 2 June 2003, although some State Plan states continue to publish their own version. Use an approved stepladder, scissor lift or aerial work platform instead.
OSHA does not specify a formal inspection frequency, but best practice (and what many state OSHA programs recommend) is visual inspection before each use for loaded pallets, and a formal documented quarterly inspection of the entire pallet inventory. Pallets flagged for repair or disposal should be removed from service immediately.
Remove any pallet immediately if it has: a broken or missing deck board that creates a gap over 3.5 inches, a split stringer that runs through the full depth, protruding nails over 1/4 inch, visible chemical contamination, signs of pest infestation (frass, holes, insect activity), or visible mold. Grade C pallets should only be used for ground-level storage -- never racked or loaded beyond 1,500 lbs.

The IPPC stamp is branded into the wood (not painted or stickered) on at least two opposite sides of each pallet, after heat treatment completes. The stamp shows the IPPC wheat-stalk logo, US country code, the facility's APHIS-registered number (assigned by USDA), and the HT treatment code. Hand-drawn, painted, or stickered marks are rejected at customs because they can be falsified. Stamp legibility must survive normal pallet handling for the full export trip.
